You can then choose to hold any of the symbols on the bottom reel. These symbols will then automatically show up vertically on the other 3 reels. When you re-spin only the reels that weren't put on hold will spin.

If you look under all the reels at the base of the slot machine you will see 3 symbols. To win the Treasury you need to hit the combination of these symbols on the bottom reel, which you should then hold so it will appear on all 4 paylines, then do a re-spin and the Treasury fund is yours.
